Region around Peoria

Six governments, three different forms of government, and four different ways to get on the agenda. The rules change at the border.

What it does

The towns around Peoria run their own police, fire, streets, water and zoning, and have their own councils and their own rules for public comment. The counties around them do what Peoria County does, at a county level.

Who runs it

  • East Peoria uses commission form: voters elect a mayor and four commissioners — five members in total, all at-large. Commissioners are each assigned specific departments. There are no districts.
  • Pekin uses council–manager form: a mayor plus six council members, all elected at-large — seven votes, no wards. An appointed City Manager runs operations.
  • Normal uses council/manager form: a mayor and six trustees — seven members, elected at-large in nonpartisan elections. Normal has been a home-rule unit since 1971.
  • This matters practically: Peoria and Pekin use districts, the other towns do not; Normal's elections are nonpartisan, the others are not. Who you can vote for depends on where you live.
  • Beyond the towns, McLean County (Bloomington–Normal), Woodford County and Tazewell County each have their own elected board and their own meeting cycle.

How to be heard

  1. In East Peoria, ask a member to pull an item off the consent agenda.East Peoria's agenda says it directly: "Citizens desiring discussion on any item listed under the CONSENT AGENDA should contact a City Council Member and request that the item be removed for discussion." Contacting a member is the documented route.
  2. In Pekin, expect a sign-in and a hard time limit.Public input is item 5, before the consent agenda and all substantive business. The presiding officer may require you to sign in before the meeting and give your name. Five minutes per person, one hour per meeting; if more than 20 people want to speak, it drops to three minutes each, and a group must nominate a spokesperson.
  3. In Normal, register in advance — this is the strictest of the three.You must register at least 15 minutes before the meeting using the Town's forms, or call the City Manager's Office at 309-454-9777 at least two hours before. You give your name and the agenda item. Agenda-related comments are heard immediately after the Pledge of Allegiance; other comments later.
  4. In Normal, know the limits before you speak.Three minutes per person, six minutes if you represent a group (say so when you register). Agenda-related comment is capped at 30 minutes for the meeting and other comments at 15; if more people register than fit, speakers are chosen by lottery.
  5. Pekin publishes a board and committee list with exact times.Its boards and commissions page lists nine bodies with their meeting times — the Fire and Police Commission at 8:30 a.m., the Liquor Commission at 4 p.m., the Tourism Committee at 5 p.m. and others. All are open to the public, and residents may apply to serve on an advisory board.
  6. Apply to volunteer on a board or commission, not just to attend.Normal runs its councils through more than 100 volunteers on permanent and ad-hoc boards. Pekin takes applications for advisory boards through the City Clerk. This is the deepest form of participation available locally.

The rules differ by town

  • East Peoria — two public comment slots: one for agenda items early in the meeting, one for non-agenda items late. Open podium, no sign-up, no advance notice (confirmed in the council minutes).
  • Pekin — sign-in with the presiding officer; five minutes each, one hour total. Removal from the consent agenda is a council member's request, not a resident's.
  • Normal — registration required in advance, three-minute limit, lottery if oversubscribed. The chair may also suspend the rules to allow more comment.
  • All three stream or record council meetings on YouTube — watch only in every case.
The part nobody tells you

Normal's lottery rule is the detail worth knowing before you register. If more speakers register than the time allows, who speaks is decided by lottery, not by order of arrival — so register early and your odds do not depend on queueing.
